EO 123-04 Economic Incentives for Expansion Crossposts

The Department of Expansion shall grant any user that posts a post to the SimDemocracy subreddit and then crossposts that post to other subreddits 20t. An additional 1t shall be granted for every additional upvote the crosspost gains, up to a total of 80t (so that the total to be granted to the user is 100t).
