1. A new text channel in which no-one may send messages but which all may see shall be created under #presidential-announcements called #party-announcements
2. Parties may request that the Discord Supervisor subscribe to announcements from the party server in this channel
   1. The Discord Supervisor may remove these subscriptions should the messages announced be in violation of SimDemocracy law
