Protection and Proliferation of Rights and Tenets Amendment
Preamble
Whereas the bill of rights has been rearranged and reduced as to obfuscate some fundamental rights of citizens, Believing the protection of fundamental rights is at the core of what SimDemocracy is, Recognizing the need to reinstate the clarity of these rights in a reasonable way,
I, Justice Ivy Cactus, hereby propose the following law:
Article 1 — Naming
§1. This act shall be known officially as The Protection and Proliferation of Rights and Tenets Amendment.

§2. Where there exists a need for a short name, this amendment’s name shall be abbreviated as “The PP RaT”.
Article 2 — Implied Rights
§1. The Constitution shall be amended to include:
“Article XX ― Implied rights
§1. The enumeration of certain rights in the Bill of Rights shall not be construed to deny or disparage other implied rights possessed by the people.”
In between current Articles 19 Prohibition of slavery and forced labor and 20 Protection of rights.
§2. The current Article 20 Protection of rights will then, in turn, be amended to read:
“§ 1. The free and lawful exercise of these rights shall never be infringed by the state unless to protect the rights of others or the rights of society as a whole.
§ 2. Any constitutional or lower laws which unlawfully infringe on these rights shall be void and of no effect.
§3. Every person shall have the right to petition a competent court for judicial review if their rights have been unlawfully infringed and the right to seek effective judicial remedy.”
Article 3 — Right to Personal Safety
§1. The constitution shall be amended to include:
“Article XX ― Right to Personal Safety
§1. Every person shall have the right to be safe and secure in their physical being.
§2. The state shall be prohibited from placing any duty on a citizen that risks their physical safety.”
Directly before the new Article for Implied Rights.
Article 4 — Numbering and Adjustments
§1. All numbers of following Articles in the bill of rights shall be amended to accommodate this amendment.
§1.1. Any articles labeled “XX” in this amendment shall have the “XX” substituted with the proper number according to its position within the Constitution.
§2. Article 15 Right to privacy §3 of the Constitution is renumbered to §2.2.
§3. If Article number and name conflict, because of other amendments passed in the interim or any other reason, the name of the Article and not the number shall be used to decide which Article is being referenced.
