Preamble
A point of emphasis in the senate elections on the 19th of January, 2025 has been the lack of transparency in the senate, with this goal in mind,
The following should be enacted into law by the Senate of SimDemocracy:
Article 1: Title
§1. This Act will be known as the “Senate Docket Establishment Act”.
Article 2: Appointment and Duties of the Clerk
§1. The Speaker of the Senate shall appoint a clerk at the beginning of their tenure.
§2. The clerk will gain the responsibility of maintaining records of the following:
- §2.1. Motions (as defined under the Revised Senate Procedures Act 2023) raised in the senate including the one who raised the motion and the date in the UTC timezone,
- §2.2. Actions of the Speaker and President in relation to previous motion that was passed,
- §2.3. Voting stance of each Senator on the motion and if applicable, the bill in question,
- §2.4. Petitions that reach an amount of votes equal to the number of senate seats plus 2 must be recorded.
§3. Each record must have the corresponding URL to the post on the subreddit of “r/SimDemocracy” or the discord guild of “SimDemocracy”.
§4. The speaker possesses the right to dismiss the clerk.
Article 3: Maintaining of the records
§1. The records maintained by the clerk as described in article 2 clause 2 must be released to the public via a channel on the discord of “SimDemocracy” under the section of “Senate” with the title “senate-docket”.
§2. The clerk shall have 3 days upon the revelation of new and relevant information to add it to the docket.
§3. Any bills, motions or information that came to light before the passage of this act do not need to be recorded.
Article 4: Rights of the clerk
§1. The clerk must be paid a minimum of 150 tau each week. The speaker may increase this value at their discretion.
§2. The clerk may resign at any moment by stating as such to the speaker of the senate.
§3. The clerk can declare absence for a given number of days up to 7 days. They will be expected to complete their duties upon their return. They will not receive their pay during this time.
