Taxation Framework Act
An Act for the continued financial solvency of SimDemocracy.
Preamble
Whereas it is in the best interest of the people that the SimDemocracy government becomes financially self-sufficient;
Whereas the SimDemocracy economy is primed for growth and value-creation;
Whereas the people must be able to rely on future social and government programs not requiring the inflation of the money supply.
Article 1: The Central Revenue Bureau
§1. A new agency shall be created, named the Central Revenue Bureau, or CRB.
§2. The Central Revenue Bureau shall be a bureau under the Department of Treasury.
§3. The Central Revenue Bureau shall perform the following duties:
- §3.1. administer and manage the taxation programs of SimDemocracy,
- §3.2. oversee the administration of all government revenue programs, and
- §3.3. enforce and ensure compliance with Senate-approved taxation plans.
Article 2: The Director of the Central Revenue Bureau
§1. The Central Revenue Bureau shall have a head executive, named the Director of the Central Revenue Bureau.
§2. The Director of the Central Revenue Bureau shall report directly to the Secretary of Treasury.
§3. The Director of the Central Revenue Bureau shall be appointed by the Secretary of Treasury.
§4. The Senate must confirm the Director of the Central Revenue Bureau by a simple majority.
Article 3: Implementation
§1. This Act shall take effect immediately after passage.
§2. The Senate may hold authority over any tax plan submitted to the Central Revenue Bureau.
