The Casinos and Gambling Regulations Act (2025)

Passed on the 2nd of March 2025

Preamble:

This Bill will ensure that all Citizens of SimDemocracy are not at risk of fraud, scams, and exploitation in External Casinos within SimDemocracy. It will ensure all citizens have a fair, transparent, and regulated opportunity to gamble. Finally, it will enforce punishments and consequences for those who operate casinos in a way that benefits themselves while harming Citizens of SimDemocracy.

Article 1: Definitions

§1. Gambling: The act of staking currency or assets in a game of chance with the expectation of monetary gain, with the risk of losing the money or assets staked.

§2. Casino: Any entity that facilitates the act of Gambling, including virtual slot machines, card games such as Poker or Blackjack, betting, or any other games of chance that involve risk.

§3. Operator: Any individual who runs a Gambling-related service such as a Casino.

§4. Player: Any individual who voluntarily participates in Gambling activities.

§5. Regulatory Body: A designated committee or department responsible for overseeing Gambling activities.

Article 2: Licensing

§1. Any person wishing to become a Casino Operator must apply for a license from the Regulatory Body. This license shall be called a “Casino License.”

§2. The Regulatory Body shall be the Department of the Treasury, which will create a Sub-Secretary to organize the licensing process.

§3. After a person applies to become a Casino Operator, the Regulatory Body shall have 7 days to accept or reject an application.

§4. A rejection may be due to a wide variety of reasons, including a history of fraud, past scams, or any other suspicions the Regulatory Body may have.

§5. A Casino License must be renewed every 3 months with the Department of the Treasury and shall follow the same process as outlined in Article 2, §3-4.

Article 3: Regulation and Consumer Protection

§1. All Operators must disclose odds, payment structures, and house edges to Players.

§2. One chip (or any other equivalent currency used in the Casino) must always be equivalent in value to 1 Tau.

§3. Casinos must ensure that all games are fair and that randomization methods are verifiable.

§4. Casinos cannot offer loans, credit, or exploitative schemes that encourage excessive Gambling.

Article 4: Taxation and Revenue Allocation

§1. 10% of all Gambling profits shall be taxed, and the Casino Operator must transfer the amount to the Department of the Treasury once every 2 weeks.

§1.1. This transfer may be made on any day the Operator chooses but must be within 2 weeks of the most recent payment or within 2 weeks of obtaining a Casino License.
§1.2. This Business tax will only begin when a Business Tax has been introduced for all businesses, not just a Gambling Business.

§2. Operators must maintain transparent public records of all financial transactions within the Casino.

Article 5: Enforcement and Penalties

§1. Unlicensed Gambling Operations shall be shut down and subject to a fine of up to 1,000 Tau.

§1.1. If the fine cannot be paid, then the Department of the Treasury shall withhold pay until the withheld amount equals the fine.
§1.2. The fine amount shall be decided by the Secretary of the Treasury.

§2. Any violation of the regulations outlined in Article 3 shall result in the same penalty as stated in Article 5, §1.-§1.2.

§3. Failure to transfer taxes to the Department of the Treasury shall result in a fine of 250 Tau per week until the taxes are paid.

§3.1. These fines may stack if multiple payments are missed.
§3.2. If 3 consecutive tax payments are missed, the same penalty as Article 5, §1.-§1.2 shall apply.

Article 6: Amendments and Review

§1. The Regulatory Body shall review this Act once a month to determine whether any amendments are necessary.

§1.1. If an amendment is deemed necessary, the Regulatory Body must propose it to the Senate.

Article 7: Enactment

§1. This Act shall be enacted 7 days after its passage.

§1.1. All currently operating Casinos shall not be allowed to operate until they receive their Casino License.
