War and Peace Act 2024
Preamble
Whereas there is currently no regulations for declaring war or making peace,
Whereas such things should not be the purview of the president alone,
Whereas a single person should not be able to make peace or declare war at will,
Therefore the following is passed into law.
Article 1: Declaring War
Repealed[1] §1. The ability to declare war shall be held by the senate alone.
§2. Declaring war will require a simple majority vote in the senate.
§3. For the purposes of senate procedures, declarations of war will count as privileged motions.
Article 2: Conduct in War
§1. When this act refers to war, it refers to a meme war.
- §1.1. A meme war is agreed upon by both sides, and hostile actions such as raiding or nuking are not permitted under any circumstances.
§2. The president may conduct the war as they wish, with the advice of any generals that might have been appointed and confirmed.
- §2.1. The president may appoint a general, but these appointments must be confirmed by the senate.
- §2.1.1. This is done via a simple majority vote.
- §2.1.2. Any generals appointed before this act was passed will keep their positions until impeached like any cabinet member, or fired.
Article 3: Making Peace
§1. The ability to make peace and end a war will be held by the senate. While the president may negotiate peace treaties, the senate alone is able to confirm them.
§2. A peace treaty is confirmed by a simple majority vote in the Senate.
§3. For the purposes of senate procedures, proposed peace treaties count as privileged motions.
Article 4: Single Time Actions
§1. EO-119-02, Declaration of War Against VoD, is to be repealed in its entirety.
§2. The state of war with VoD shall continue until a peace treaty is negotiated by the president and confirmed by the senate.
